Markelov, Leonid, was born on June, 25, 1963. He is Russian, married, he has a son. He graduated from the Institute of Defense Ministry of the USSR, faculty of justice, in 1986 and then served as a investigator and a prosecutor at the military prosecutor's department in the Mari El republic. After transferring to the reserve in 1992, he worked as an attorney. In 1995 he was elected as a deputy of Duma of Russia. From 1995 to 1997 he was a deputy chairman of the Committee of Duma, in science and education. From 1997 to 1999 he was a member of the Commitee, in budget, taxes and finances. In 1996 he was nominated as a candidate for election of President of the Mari El republic and got 126,000 votes. In January, 2001 he became the third President of the Mari El, after Vladislav Zotin and Vyacheslav Kislitsyn. He is a Candidate of Science and a colonel of justice.
